C:\Windows>netsh add helper ?

Uso:  add helper <DllFileName>

Comentários: 
       Instala a DLL auxiliar especificada no netsh.

Exemplo: 
       add helper ipmontr.dll

       O comando acima instala ipmontr.dll em netsh.
